can the time crisis 1 arcade cabinet be upgraded to install and run the later TC 2 and 3 games? how possible, difficult or expensive is this?

Highly difficult and expensive. Each Time Crisis arcade game runs on different arcade hardware boards and different engines, and trying to port every programming code, assets, and hardware into one is expensive and takes a long time.
