California (カリフォルニア (しゅう) Kariforunia-shuu?) is a state in the United States of America. It is the setting for the prologue and the first stage of the Arcade Mode; or the first seven chapters of the "Full Mission" in Time Crisis 4.

The locations travelled by the protagonists vary. For Captain William Rush, his route of travel is Pier 5 ( (だい) () () (とう) Dai go futou?),[note 1] an International Airport ( (こく) (さい) (くう) (こう) Kokusai kuukou?) facilities ( () (せつ) (ない) () shisetsu naibu?), Financial District ( (きん) (ゆう) (まち) Kin'yuu machi?) (which includes a traffic intersection ( (こう) () (てん) kousa ten?) after a truck containing a shipment of Terror Bites lost control and crashed there), a valley ( (けい) (こく) Keikoku?) and finally Dam #18 ( (だい) 18 (じゅうはち) ダム Dai juu'hachi Damu?). The V.S.S.E. agents Giorgio Bruno and Evan Bernard route of travel is the same minus Pier 5, valley and Dam #18, and includes an International Airport terminal (ターミナル tāminaru?).

Pier 5[]

Pier 5, as its name implies, comprises of shipping facilities typically found in a large harbor such as cargo boxes, container cranes, gantry cranes, forklifts and warehouses. It also has a train yard and a management building which has a key needed to unlock a warehouse building.

After receiving an order from his superior Brigadier General David Maxwell to investigate the warehouses to find the W.O.L.F. hideout, Rush heads to Pier 5 via helicopter and upon reaching warehouses near a harbor area rappels down from it. Once Rush landed, he moves forward to the harbor area while defeating W.O.L.F. grunts impeding him. Opening a gate at the end of the path, Rush arrives at the harbor area.

Moving forward to a control room while defeating more grunts who have a jeep, Rush lowers a drawbridge to continue further exploration of the harbor. Soon after he moves forward on the drawbridge, transport helicopters arrive and one of them fires a machine gun, forcing Rush to run and take cover behind a forklift. After some more machine gunfire, Hamlin Battalion soldiers offload themselves from the helicopter just like the soldiers from the other helicopters.

After Rush defeats the disembarked soldiers, he heads further into the harbor area where there are cargo boxes, a train yard, an office building and warehouses, all along defeating more enemy soldiers and even destroying a helicopter. Reaching a warehouse which has a door requiring a key to unlock, Rush heads to the harbor management building to acquire the key while defeating enemy soldiers hiding behind cargo boxes or laying in ambush at the container cranes and inside the management building. After acquiring the key, a helicopter attacks Rush but is soon destroyed by him. Exiting the management building and heading back to the warehouse to unlock the door, Rush enters it and heads to the second floor to go to an accessway leading to another warehouse.

After moving forward on the accessway and arriving at another warehouse, Rush heads down to the first floor and opens a door where W.O.L.F. grunts are waiting inside a room. Fearful, they released beetle Terror Bites (referred to as sample) at Rush only to have the organisms devouring them before attacking him. After Rush fended them off (with First Lieutenant Elizabeth Conway informing him that she confirmed multiple readings due to the organisms and is confused about the situation at the same time), he reports about the grunts have used the word sample to describe the organisms and could not believe that they could be a secret weapon. First Lieutenant Conway replied that it is unthinkable as she could not find any information related to the organisms in the military's database and does even have any basic biological data on them.

After ordering the intelligence department to look into information related to the organisms, Rush continues his investigation and heads to a black warehouse which is the remaining building not investigated yet. Heading into an area which there is a gantry crane, Rush heads up the crane stairs and climbs on top of the rails. While on top of the rails, the crane suddenly moves, forcing Rush to outrun it. After the crane stops, Rush uses the crane and cargo boxes to get down while defeating Hamlin Battalion soldiers waiting below.

Arriving at the black warehouse which is the W.O.L.F. hideout, Rush overhears the Terrorist Leader and his grunts having a heated argument with Hamlin Battalion soldiers over their identity. Frustrated, he orders the use of Terror Bites which results in a gun battle. When Rush cautiously enters the hideout after that and seeing the carnage, the Terrorist Leader fires a shot at him which misses. Afterwards, he orders his grunts to kill Rush while he escapes to the roof.

After Rush defeats the grunts who use mosquito Terror Bites and are protected by devices, Rush heads to the roof and catches up with the Terrorist Leader who wears a device which prevents the Terror Bites from attacking him, fires a HK G36C assault carbine and uses mite bites which expand quickly upon proximity of their targets and will explode if not destroyed. After a fight, the Terrorist Leader is killed and drops a handset device whose data is analysed by First Lieutenant Conway.

While the data is being analysed, Rush continues to ponder if the organisms are the top-secret weapon W.O.L.F. is after which First Lieutenant Conway could not find any records similar to those of the organisms. Just as she concludes that the top-secret weapon is not the organisms, Lieutenant General Larry Garfield interrupts to confirm that the organisms are the top-secret weapon. When questioned by Rush more about the top-secret weapon, Lieutenant General Garfield replied that its codename is Terror Bite and is a biological weapon that was developed in secret by the military. However, Rush has never heard about the weapon which Brigadier General Maxwell answered that only a select few in the military know about the weapon and Lieutenant General Garfield, based on what he knows, said that the Terror Bites development was stopped and most of the records are destroyed. The revelation surprised Rush because W.O.L.F. easily obtained the top-secret weapon. Hence, Lieutenant General Garfield orders Rush to secure the weapon trade-off site and find out what is happening as soon as possible. Soon after, First Lieutenant Conway finished analysing data from the handset device which shows that a weapon trade-off is going to take place in San Francisco during the afternoon. After the data analysis is completed, Rush still wondered whether if the terrorists were fighting among themselves earlier at the warehouse or whether they had a separate unit out there. First Lieutenant Conway informs Rush about an information leak which the terrorists know about the V.S.S.E. involvement and are planning an attack on the airport which the agents will arrive, causing Rush to order an helicopter to be ready so that he can quickly head there.

International Airport[]

The International Airport comprises of a terminal and facilities such as office blocks (though most of them are bypassed and only one is entered), a lift lobby and a maintenance hangar.

After receiving an order from the head of the V.S.S.E. to investigate a case of a top secret weapon being about to fall into the hands of terrorists in the United States, the V.S.S.E. agents Giorgio Bruno and Evan Bernard headed to the United States and arrived at the International Airport. Heading into the airport and arriving at the terminal which is empty due to the Hamlin Battalion planning an attack on them, Evan commented whether the enemy has blocked the entire airport for them. Almost immediately, a smoke grenade is thrown which Girogio "thanked" the enemy for rolling out the red carpet. Hamlin Battalion soldiers appeared which caused the V.S.S.E. agents to draw out their handguns, beginning the battle.

Despite the huge enemy resistance which includes an armed helicopter crashing in and releasing Terror Bites, the V.S.S.E. agents defeated them and are about to exit the terminal when the Hamlin Battalion soldiers, after receiving permission to use the Terror Bites, released Beetle Bites on them. Forced to retreat to a corridor which has a locked door at the end, Giorgio fired his handgun at the Beetle Bites which Evan tried to open the door. Just then, Rush opened it and ordered the V.S.S.E. agents to hurry just before the Beetle Bites overwhelmed them.

After Rush introduced himself to the V.S.S.E. agents, the trio tried to get out of the airport, defeating enemy soldiers at several corridors in the process. Arriving at the lift lobby, Hamlin Battalion soldiers released Mosquito Bites which are soon destroyed. Heading further, Rush uses a hand grenade which kills two enemy soldiers. Defeating the remaining enemies, First Lieutenant Conway informs the trio that the shortest route is through an office block which the door to it is locked. Moving forward to the door, Rush picks the lock while the V.S.S.E. agents defeat the waves of enemies attempting to impede his progress. After some time, Rush successfully picked the lock, opened the door and ordered the V.S.S.E. agents to get inside the office block while he defeats the final wave of enemies with a hand grenade. After getting in, the trio have to destroyed waves of Beetle Bites before leaving the office block and heading down to the maintenance hangar. After heading down the stairs, the trio defeated more enemies including those protected by High-Tech Reinforced Armor. Arriving at the maintenance hangar, the trio encountered a trap which is a proximity bomb placed on a gondola above them. The bomb destroys the gondola, trapping the V.S.S.E. agents and causing enemy soldiers to appear. Rush heads to the helicopter while the V.S.S.E agents defeat the waves of enemies. After some time, Rush starts the helicopter and heads to their location.

Financial District[]

The Financial District comprises of buildings, skyscrapers, roads and a highway typical of those found in cities.

After Rush picked up the the V.S.S.E. agents who have successfully fended waves of enemy assault, the trio headed to the Financial District which is the Terror Bites trade site. Spotting the truck containing the Terror Bites along with its passenger Marcus Black, they give chase with anti-aircraft vehicles, armed helicopters and enemy soldiers impeding their progress. With the V.S.S.E. agents using the helicopter mounted weapons, they successfully neutralized enemy opposition guarding the truck and interfering the mission to pursue it. Shortly after the V.S.S.E. agents destroyed all the anti-aircraft vehicles and armed helicopters, the truck is about to head into a tunnel which if it entered will cause it to be unable to be tracked. Hence, the V.S.S.E. agents used sniper rifles to disable a truck by shooting its back tires. With well-placed shots, the truck back tires are destroyed causing it to lose control and crash at a traffic intersection.

With the truck intercepted, Rush lands the helicopter at the intersection and the trio move forward to secure it. Suddenly, the driver-side door explodes and among the smoke reveals Black who uses an anti-tank rifle to blow up a vehicle, forcing the trio to take cover and enemy soldiers to appear.

Despite the enemy opposition along with Black's use of his weapon, the trio are able to defeat the enemy soldiers, forced Black to retreat and secured the truck. With the truck secured, Rush goes to collect evidence while the V.S.S.E. agents commandeered a heavy machine gun inside it to defeat more enemy soldiers along with damaging Black (who in addition to firing charged shots from his weapon, uses a wrist-mounted wire winch gun attached on his lower left arm to swing from high places and hurl heavy objects) enough to retreat. Now cornered, Black used Terror Bites but those were quickly destroyed by the V.S.S.E. agents. Eventually, Rush killed Black and upon inspection of his corpse along with the killed enemy soldiers, was revealed that Black's men were from the U.S. military and not terrorists. Rush refuses to believe that "he was fighting against his own men" all along, prompting the V.S.S.E. agents to "do some more investigation".

Valley[]

The valley is of a forest setting comprising of trees, hills and a river. There are some man-made platforms to allow access to higher ground. Due to the Hamlin Battalion using the valley as a defense area against aerial entry, there are five anti-aircraft weapons positioned and there are tents at two open areas.

After being ordered to regain control of Dam #18 by himself by Brigadier General Maxwell, Rush heads to the dam with backup from the XSWAC-12 surveillance aircraft. While traveling by helicopter, Rush is informed by First Lieutenant Conway that there are anti-aircraft weapons along the flight path, causing him to land at the valley and travel by foot through a forest. Inside the forest, Rush has to destroy all the anti-aircraft weapons while dealing against the Hamlin Battalion soldiers who have already set up tents and tripod mounted machine guns in anticipation of any intruders, and Terror Bites deployed by them. After destroying four anti-aircraft weapons, the Hamlin Battalion deployed a Stryker armed with two quad FIM-92 Stinger missiles in addition to the tripod mounted machine guns manned by soldiers and High-tech reinforced armor soldiers but all these eventually got neutralised by Rush and he sets up a detonation device to destroy the final anti-aircraft weapon. After the final anti-aircraft weapon is destroyed, two armed helicopters arrived and attacked Rush. Commandeering a tripod mounted machine gun, Rush destroyed both armed helicopters and heads through a gate to go to the dam.

Dam #18[]

Dam #18, according to First Lieutenant Conway, is over 220 m (720 ft) high, making it the largest in the country at the time of its building completion.[note 2] Features wise, it has two intake towers of which only one can be accessed, several stairs, lifts and an elevator inside and outside the dam for access to the various passageways, a deep stairwell cavity containing various facilities, a central control room for access to an elevator, and controlling water outlet discharge and other dam facilities; turbines typically used for generating electric power and a power facility located downstream where the occupation leader Frank Mathers is inside.

After going through a gate at the valley, Rush soon arrived at the top of a hill overlooking the dam and then proceeds to go in. Arriving at the top of the dam, enemy soldiers, jeeps and Strykers attempt to impede his advance. After neutralising these threats and with destroying two anti-aircraft weapons, Rush finds a gate requiring a key to unlock. He heads to the intake tower to obtain the key and defeats more enemy soldiers after obtaining it.

Unlocking the gate, Rush proceeds further into the dam and uses the lifts to head down. After exiting the lifts, Rush heads further down to a deep stairwell cavity via the passageways inside the dam, and stairs inside and outside the dam while defeating more enemy soldiers (whom at one point destoryed an external platform forcing Rush to head down) and destroying Terror Bites.

At the stairwell cavity, Rush heads to the dam exterior via passing through the various facilities such as office blocks. Defeating more enemies who also use a tripod mounted machine gun, Rush arrives at the dam exterior and defeats two more enemy soldiers before entering the central control room to activate a lever to access the elevator. After activating the lever, two armed helicopters attack Rush which after a battle had one destroyed and the other crashing into the dam after taking too much damage. Given the damage and flooding of the dam interior caused by the crash, First Lieutenant Conway sends an emergency evacuation order to the civilians living downstream as a precaution.

Heading into the damaged and flooded interior, Rush heads to the elevator to go down to the turbine area where the power facility is nearby while defeating enemy soldiers and Terror Bites. Finding the power facility door switch, Rush presses it and enters only to have a railgun projectile fired at him in an ambush. Though the projectile barely missed Rush and hits a wall nearby, its impact momentarily stuns him.

While Rush recovers from the stun and looks behind, Frank Mathers who had earlier fired the railgun says that he (Rush) is "the lapdog who thinks he can fight against the Hamlin Battalion"; causing Rush to turn towards him and question his motives. Frank told him of the Hamlin Battalion's reasons for betraying the United States (which included an apparent lack of appreciation and recognition for their dangerous work). When Rush said that the Hamlin Battalion is stealing Terror Bites for the purpose of making money, Frank counters by telling him that he is not comparable to the backstabbing traitor (Marcus Black). Soon after, Frank engages Rush in battle. Despite Frank's effective usage of his acceleration device, his railgun and Terror Bites, he was gunned down.

When Frank defeated, Rush questioned him about the Hamlin Battalion's objective of occupying the dam when he noticed a satellite communications device nearby. As he rushed towards it, Frank pulled out a detonator and clicked the button, damaging the device and triggering explosions on the dam outer walls. After ordering First Lieutenant Conway to send a helicopter, Rush quickly extracts a hard disk inside the device and barely escapes from the collapsing dam.

After escaping from the dam, Rush is informed by First Lieutenant Conway that the civilians living downstream have already been evacuated and the flooding caused by the dam collapse has been contained due to the comparatively low storage capacity. However, this raises the question of the Hamlin Battalion targeting the dam of low storage capacity which neither of them are able to answer. With the hard disk at hand, Rush orders First Lieutenant Conway to run a quick check on it which she replied that it will take a while to salvage the data inside due to its bad condition.

While Rush reports to his superiors about the situation, they learned about the Hamlin Battalion's next objective from the recovered data found in a hard disk which is to steal a large number of Terror Bites from a military research facility and that the occupation of the dam is nothing more than a distraction so as to facilitate that the main unit's objective. With no leads on the use of the Terror Bites and defeating the Hamlin Battalion being too much to handle by himself, Rush requests a military unit be deployed which is rejected by Brigadier General Maxwell who fears that the existence of the Hamlin Battalion will be made public. Rush then requested for the assistance of the V.S.S.E. agents which is accepted after Lieutenant General Garfield assured Brigadier General Maxwell that he will take full responsibility for his actions.
