Kessler received positive verification from a distress call when the U.R.D.A. occupied Garland Square without warning, demands, or any motivation. Sensing suspicion within the U.R.D.A.'s reasons to take over Garland Square, Kessler dispatched S.T.F.'s ace squad—Platoon One (led by Claude McGarren) to suppress the U.R.D.A.. Later, realizing that his daughter, Melissa, was kidnapped by the U.R.D.A., he resent Platoon One to defeat the remaining members at Grassmarket Steet and the Belforte Hotel in order to rescue her.
Below the basement level of this complex there's an experimental atomic reactor constructed by Garland Electric. Geyser 1! Derrick's target must be the atomic reactor. Seize it immediately!

Commander Kessler is the only character in the Time Crisis series whose appearance is never seen. In addition, his last name is not known until the Grassmarket District scenario when his daughter is revealed.
Commander Kessler is the second supporting character who has a relative. The first is Daniel Winston from Time Crisis 3. Said relative is also a supporting character.
