Maxwell has receeding brown hair, brown mustache and turquoise eyes.
Maxwell wears a service uniform which is a gray green single-breasted notched lapel coat, and matching pants. On the coat, there are four gold buttons on the front, shoulder boards with two gold stripes on each side secured by gold buttons, a gold lapel pin on each upper lapel, service ribbons and a gold emblem on the upper left side, an emblem on the left breast pocket, a name tag with the word "Maxwell" on the right breast pocket, an emblem on the upper left sleeve, and a dark green stripe on each cuff. There is a white collared shirt and black tie underneath the coat. He also wears black shoes.

- Maxwell is the third supporting character to have facial hair. The first is Xavier Serrano from Time Crisis: Project Titan and the second is Larry Garfield.
Voice Actor Connection[]
- Maxwell's Japanese voice actor (Chikao Ootsuka) and his son Akio Ootsuka (voice of William Rush) would later voice Old Snake[2] (due to Solid Snake's accelerated ageing) and Big Boss[3] respectively in Metal Gear Solid 4: Guns of the Patriots. Akio Ootsuka was previously the voice of Big Boss[4][5][6] in Metal Gear Solid: Portable Ops and would later reprise his role as the voice of said character in Metal Gear Solid: Peace Walker and Metal Gear Solid V: The Phantom Pain.
- In addition to the above, Chikao Ootsuka was also previously the voice of Kouichi Zenigata in Lupin the Third: Pilot Film (replaced by Gorou Naya in the anime), Goemon Ishikawa XIII for all episodes of Lupin the 3rd Part 1 (oddly, Gorou Naya voiced that character in Lupin the Third: Pilot Film), Jinpachi Mishima from the Tekken series and the voice of Doctor Eggman since Sonic Adventure until his passing (replaced by Koutarou Nakamura for latter games).
