Appearance[]
Barrows has buzz cut gray hair, a blue right eye and a red bionic left eye. There are tattoos on both his arms.
Barrows is naked from waist up with a harness on his chest, wears pants of regular Hamlin Battalion soldiers design with a black belt around his waist and black combat boots. He wears a armband on his lower left arm and black gloves. As for equipment, he has a radio on his left shoulder, a dogtag on his neck and six gun magazines on his left thigh (the gun magazines do not appear in cutscenes). As for weapons, he is armed with two Desert Eagle handguns and uses all types of Terror Bites.
Personality[]
Barrows harbors stiff and absolute feelings of discontent from the poor treatment and lack of authority he garnishes whilst serving as a part of various secret regiments of the U.S. Army throughout his life. The type of person who believes he has the right to do whatever he pleases by any means necessary, Barrows is labelled as a dangerous and untrustable individual.[1]
A good example of Barrows's personality was his utilization of the Terror Bites for his evil purposes, in which he used them to attack an Air Force Base in Colorado by surprise and programming computer-controlled UCAVs to destroy all U.S. major cities. His hard reasons for betraying his country remains a mystery as players will be able to know why Barrows did so in the PlayStation 3 conversion of the game.
In combat, Barrows handles two Desert Eagle handguns with ease. Barrows' red bionic left eye performs two functions: it transmits signals so that the Terror Bites cannot attack Barrows, and also control the actions of the bio-weapons as well. Once Barrows expended all his supply of Terror Bites, he retreats to the control panel which has two laser sentries firing slashing lasers but requires time to charge them and the charging process can be interrupted if each of his sixth, seventh and eighth (4x, 3x and 2x) lifebars is depleted.

Trivia[]
- Barrows' physical appearance barely resembles that of Bryan Fury from the Tekken series of fighting games, and his heterochromia resembles that of Kazuya Mishima's from the same game.
- Interestingly, his outfit is a nod to Bryan's primary outfit in Tekken 5 until Tekken Tag Tournament 2.
- The only difference between Kazuya and Gregory to gain heterochromia is, Gregory has a bionic eye on his left eye while Kazuya gains a red left eye due to being reconstructed by his own Devil Gene after his revival in Tekken 4.
- Barrows' is later shared by Juri Han from the Street Fighter series who is also implanted with a left bionic eye known as the Feng Shui Engine, as Juri's left eye glows pink during its activation.
- Barrows is the second character in the Time Crisis series who does not wear any clothing from the waist up and only has equipment attached on said area. The first is Jared Hunter from Crisis Zone. Unlike Hunter though, Barrows has his equipment present thoroughout his appearance as Hunter only has his equipment present at the Belforte Hotel boss fight.
- Barrows is the third antagonist who dual wields firearms. The first is Wild Dog in the original Time Crisis (and later in Time Crisis 5) and the second is Giorgio Zott from Time Crisis 3. He is the second antagonist who dual wields handguns as Wild Dog is the first.
