Paulo Guerra (パウロ・ゲラ Pauro Gera ) was the leader of a revolutionary movement against a South American nation. He is the main antagonist of the Time Crisis spin-off Razing Storm.
Commanding an army of terrorists, militias, Renegade Soldiers, and hi-tech weapons like the Raptor, H.A.C.S. Power Armor, and the "Kraken", Guerra kidnapped the President in an attempt to seize control of nuclear bombs supplied to his country by the United States. His name was unofficial, and was earned after he masterminded an attack on the United States with the help of some military groups. He was ultimately killed by the S.C.A.R. task force.
Appearance[]
Guerra has short brown hair, gray eyes and sideburns. He also has brown full beard and a red cross-shaped earring on his left ear.
Guerra wears a dress uniform which is a half-sleeved green-brown double-breasted notched lapel coat with red cuffs, six dark brown buttons on the front and green-brown epaulettes secured by dark brown buttons, a red circular-shaped lapel pin with a cross on the lower left lapel, and matching pants which have pockets on each pant leg. He also wears black combat boots over the lower pants. There is a red collared shirt and red tie underneath the coat. The coat is tucked in with a dark brown belt that has a silver buckle around his waist. There are dog tags around his neck.
History[]
Guerra first appeared inside a cell in Almada Penitentiary. After the civilian militia successfully overcame the prison guards, possibly killing the prison chief and set him free, Guerra wasted no time taking over the capital. To strengthen his rule, Guerra captured the president, extorted him to give him the password and copied his iris for the security system. This allowed him to use nuclear bombs supplied to his country by the United States, something he would do unless all American forces were at least 100 km out of his country. While S.C.A.R. Delta and Assault teams stormed the Almada Penitentiary (the location which Guerra transmitted a message to HQ) and gained control, he had already escaped to the capital, resulting in HQ dispatching Alpha and Bravo teams to take him out by using the satellite laser cannon.
While on the way to Guerra's base of operations, King, leader of the Alpha team, briefed his members on their objective of delivering the coordinates of Guerra's base of operations so that an attack from the satellite laser cannon can be launched. Guerra appeared as a visual image while the objective was being played. After Bravo team set up the satellite pathfinder and requested Alpha team to send the coordinates of Guerra's base of operations, the satellite laser pointer identified Guerra among the mass of people believed to be torturing some hostages.
After Guerra was believed to be killed by the satellite laser cannon and some of the Bravo team members along with their leader Hunt taken hostage in Girasol Factory, Alpha team along with Delta team leader Casey and a Delta team member, stormed the factory. After defeating the enemies inside, they reached the lowermost section only to find Guerra alive. Initially, he tried to give the signal to launch the nuclear missiles via a phone call only to have his cellphone shot away by Casey. After that, he got into a giant robot (Armadura (アルマドゥーラ Arumadūra ) in the Japanese version) powered by jets and armed with missile launchers and laser cannons (most of them fire pulse lasers and there is an even more powerful main laser cannon inside the robot). After a battle which also included Seekers, he was killed by a sniper rifle bullet fired into the robot cockpit.

Etymology[]
- Guerra's name means Paul's War (Guerra meaning war in Portuguese. Interestingly, Guerra is also used as a last name in Spanish names such as Nicolás Ernesto Maduro Guerra, son of Venezuelan President Nicolás Maduro Moros).

- Guerra is the first character in the Time Crisis series who speaks in another language other than English or Japanese.
- Even as an indirect spin-off, Guerra is the sixth antagonist in the Time Crisis series to have facial hair, the first is Zeus Bertrand, the second is Giorgio Zott, the third and fourth are Tiger and Derrick Lynch from the PlayStation 2 version of Crisis Zone, and the fifth is Wild Dog.
- Guerra is the only boss in the Time Crisis series that the player does not directly engage in both the Arcade and Story Modes (in the latter, the player engages the robot he pilots instead). On a related note, he does not have any personal weapons, and is the weakest boss with no lifebars of his own and only requires one shot to be killed (via a cutscene).
- Even as an indirect spin-off, Guerra is the second antagonist in the Time Crisis series to be killed by a bullet from a sniper rifle of a non-V.S.S.E. agent. The first is Jake Hernandez from Time Crisis 3.
- Even as an indirect spin-off, Guerra is the first of the antagonist in the Time Crisis series to use a huge mech. If mobile games are counted, he is the second as Head from Time Crisis Elite is the first.
- Guerra is the only human boss in the game unless mobile games are counted which Wild Dog is the only human boss in Time Crisis Strike and Time Crisis 2nd Strike.
